For those of you who don't recognize the costume, that's "Ulala"--the protagonist of fun fun fun Sega Dreamcast game Space Channel 5.
If you've never seen Space Channel 5, do yourself a favor and watch the first sequence:
It was because of Ulala that Fosco spent two years in journalism school.
